High
resolution (1m) Earth Observation Satellites, Technologies And Applications,
Covering the Complete Value Chain
4C's strategic goal is to become a world-renowned producer
of high-resolution satellites for commercial use
4C Controls is among the world’s first movers in commercialization
of SAR technology. The worldwide demand to increasing security levels has
pressed the commercialization of such technology, which was only available
for military use – a market sector shift which is comparable to the
Internet evolution.
Mission Statement
In the wake of increasing security threats
and global terrorism, safety and security are more crucial than ever
to governments, individuals, commercial and residential sectors.
4C Controls is positioning itself as a leading
international security and surveillance group serving security markets
worldwide. The Company’s aim is to achieve global superiority through
cutting edge technology and industrial development, offering diverse
and integrated security and surveillance solutions.
The Satellite Market
The satellite industry is expected to benefit increasingly from the
growing concerns of states for defense and security with the delivery of
dedicated military satellites and dual-use satellites through traditional
procurement schemes and public-private finance.
The Earth Observation (EO)
market is experiencing increasing satellite capacity.
From 2007–2016, industry sources
estimate 199 satellites will be launched for EO, compared with 69 for the
period 1996–2006.
In most satellite market segments,
such as communication, navigation and astrometry, competition is very intense.
However, the Earth Observation/imaging
market for SAR satellites is in early stage of development with little
competition.
Currently, only one satellite (of
more than 14) is operating in this commercial use niche and, to date, only
one provider is selling SAR satellite images.
The few competitors in the market segment primarily service governmental
institutions in a low competition environment. Hence there has not been
much pressure for satellite companies to develop efficient processes and
lean cost structures. 4C expects its SAR satellite system to effectively
outperform the competition in all of these areas.
Technology Review/Synthetic Aperture
Radar (SAR) Satellites
SAR systems are active radar systems
which provide their own illumination (radar pulses) and thus operate independently
of visible light. SAR systems are able to
observe substantially any location, at any time of day or night, in any
weather, from any distance. A SAR antenna
transmits microwave pulses towards the Earth’s surface. The microwave energy
scattered back to the spacecraft produces high precision data. Proprietary
post-processing systems synthesize the data to form precision images with
highly sophisticated definitions.
SAR satellites have the ability
to provide all-weather, day-and-night imaging, which is a mission-critical
capability for a variety of end-user applications. With SAR technology, it is possible, for example, to search for water springs in
deserts, detect oil in the sea, analyze remote forests and measure the
height of waves in an ocean.
Characteristics of SAR satellites performances:
Operational day or night in all weather conditions and SAR orbits are much closer to the Earth, requiring satellites to travel at
a very high speed in order to avoid being pulled out of orbit by Earth’s
gravity. At Low Equatorial Orbit, a satellite can circle the Earth in approximately
one and a half hours, traveling at about 27,400 km/h (8 km/s), making one
complete revolution around the Earth in about 90 minutes. Since it requires
less energy to place a satellite into a LEO and the LEO satellite needs
less powerful amplifiers for successful transmission, LEO is used for many
communication and observation applications.
Ground
High Performance Radars for Intrusion Detection
4C perimeter intrusion detection radars
– GUIDAR and RADAR –
are designed to detect moving targets.
GUIDAR exploits the features of Ultra Wide Band (UWB) radar signals
which are processed, detected, and classified by means of a complete and
innovative digital signal processing (DSP) system. This technology is generally
classified as active, volumetric, terrain following, allweather, and immune
to vegetation and blowing debris. RADAR is a mono-static UWB electronic
scanning radar (ESR) using a new antenna design and an advanced DSP system
realizing a protection barrier.
The processing unit is being developed implementing a signal processing
scheme able to precisely recognize the intruder radar cross section and
2D position (azimuth and range) at varying distances from the antenna.
This technology is classified as active, volumetric, allweather, ideal
for low profile targets, and immune to vegetation and blowing debris. Both
systems are ideal for protecting military and civilian plants, airports,
border areas and oil pipelines.

miPASS
SMART CARD READERS
Our miPASS Suite of readers uses Mifare
contactless smart card technology (13.56 MHz radio frequency / ISO 14443A)
designed by Philips Electronics, who manufactures and distribute this product
worldwide. We use this technology to create leading edge access control
solutions for high end user groups, such as Defense & Government departments.
Mifare is the most suitable solution for use with access control security
solutions, for it has the ability to control multiple applications on the
one card, making other proximity and contact card based systems obsolete
in comparison.
The miPASS range of readers provide more
than a standard Proximity or Magstripe card, Personal Identification Number
(PIN) or even a proprietary system. By providing encryption keys unique,
for every access control solution, the result is an increased level of
security and greater flexibility.
With such a range of formats available, this enables the readers to
be used in conjunction with almost every access control panel and software
in the market. The readers can be programmed to meet any new or existing
specific customer requirements and are ideal for upgrading existing sites
still using ‘Swipe’ or ‘Prox’ (125KHz) card and reader technology. The
miPASS readers can be retrofitted using the existing cabling infrastructure
which could amount to substantial cost savings.
miPASS Bio Series Fingerprint Reader
Our miPASS range of Mifare 13.56MHz Biometric readers is the ideal choice
for high security applications. The miPASS Bio Series range offers the
ultimate security by combining leading edge fingerprint scanning technology
and encryption for secure user verification and authentication, limiting

Standalone Access
A standalone single door
access system
that delivers ease of use
and unsurpassed security.
Smart card technology is a commonly accepted form of access control
security, usually associated with complicated or costly access control
systems. Now, there is no longer a need to install an access system that
is hard to manage or has features you will never use. If your requirements
are for smart cards or additional security features such as personal identification
numbers (PIN) or biometrics (fingerprint), miPASS Standalone Access (SA)
is the idyllic choice to suit your ‘Single Door’ security requirements.
Why use Standalone?
The miPASS SA system is perfect for sites that have less than 50 users
and a small number of doors to be secured. It saves you time and money
in user management and is convenient for buildings or environments where
extensive wiring (networking) cannot be carried out.
Suited for any Installation
Residential – Homes, Garages/Carparks, Apartments and common entry
areas

• RS485 encrypted communication between reader and Standalone
Relay Module
• miPASS SA Series readers are robust & weatherproof
How it Works
The miPASS SA system is completely independent and is not networked
to any access control panel and doesn’t require software. A user is added
to the system by presenting a GREEN “Add User” card switching the reader’s
mode into an enrolling state. During this mode, any mifare card, fingerprint
or PIN that is presented to the relevant SA Series reader is enrolled into
the system for 24 hour access. A RED “Delete
users” card is used to delete ALL users from the system by simply placing
the RED card to the reader.
Enrolled user records are stored in a Standalone Relay Module (SARM)
connected to the SA Series reader, which is the heart of the standalone
system. The SARM verifies the user and operates the electronic door lock
and exit switches. The SARM has an optional output designed to disarm an
alarm system when a valid user has gained access.

high quality iris images for enrollment and recognition. An automatic motor-driven
targeting aid is just part of an intuitive and interactive voice and visual
user interface. All models feature the robust LG countermeasures package
experts concede sets the standard for the industry.
In what areas can Iris recognition be applied?
The IrisAccess™ 4000 identification is ideal for a diverse range of
applications. Anywhere that authentication is needed; think of the IrisAccess™
4000 for flexible support for up to 128 remote stations from a single host.
Access control is the main focus of the IrisAccess™ 4000 system. It
can serve as an access control point for a specific secure area or an entire
site, depending on the level of security that is required. It can be easily
integrated to any exiting access control system in place.
Target Applications
Access Control - Banks, Airports, Hospitals, Laboratories,
Prisons, Military Bases, Intelligence Bureaus,
Apartment and Office Buildings...
- Kiosk and Ticketing Machines
- Border Security
- Computer Security
- E-commerce and Internet Security
- Government and Defense
- Manufacturing
- Specialized Applications
- Data Centers and Server Rooms
These areas contain information regarding businesses, customers and employees
- a company's most valuable asset. The highest level of security is required
to be put in place, ensuring only those who need access are given the appropriate
privileges.
Transportation and Immigration
Security
Never before has airport security received the scrutiny it does today.
Because even the smallest breach can lead to disaster.
With the increasing challenge to keep airports secure, by keeping unauthorized
persons away from the sensitive areas of an airport's operation, such as
tarmacs, taxiways, control towers, baggage areas, many airports are turning
to the Iris recognition to protect the airport from unauthorized or illegal
entry.
This technology would also allow flight crew and airline personnel to
be easily identified and granted access to appropriate areas as well as
keeping unauthorized entries through immigration channels.
Pharmaceutical and Healthcare
One area in which there is a premium placed on access control is in
the pharmaceutical-biotech-healthcare space.
One of the principal appeals of the IrisAccess™ 4000 is the platform's
ability to provide non-contact authentication - an ideal solution for environments
where rubber gloves, masks, safety glasses or goggles are the norm rather
than the exception.
No other technology can accommodate the rubber glove/goggles/mask challenge
with anything that approaches the efficiency of the IrisAccess™ 4000.
Public Safety
The IrisAccess™ 4000 positively identifies prison inmates at booking
and release, eliminating the type of identity mix-ups. Prison management
applications are as varied as visitor authentication, contractor authentication,
work-release authentication, time and attendance, and access control privileging
of jail and prison employees.
Time and Attendance
Iris recognition is ideally suited to ushering in a new generation
of time and attendance solutions. Impervious to the `buddy punching' that
plagues old style clocks, cards or even PIN pad systems, iris recognition
has been used for time and attendance in manufacturing and construction
environments.
No badges to issue replace or recover when employees leave or are terminated,
easy revocation of privileges when an employee is terminated, along with
the potential to identify a terminated employee as one trying to gain unauthorized
access - something that could trigger legal action. No more buddy punching;
reduced data entry errors when calculating payroll or recording attendance.
Unique Applications
Iris recognition technology is finding its way into the education sector
- not just for security but for other applications as well. It's being
used in day-care and schools to restrict access and establish the identity
of school employees, as well as parents or other adults who come to school
to pick up children.
